【摘要】:1.1Thisspecificationrelatestopossiblehazardsthatmaynotberecognizedreadilybythepublicandthatmaybeencounteredinthenormaluseforwhichatoyisintendedorafterreasonablyforeseeableabuse.Itdoesnotpurporttocovereveryconceivablehazardofaparticulartoy.Thisspecificationdoesnotcoverproductperformanceorquality,exceptasrelatedtosafety.Exceptforthelabelingrequirementspointingoutthefunctionalhazardsandagerangeforwhichthetoyisintended,thisspecificationhasnorequirementsforthoseaspectsofatoythatpresentaninherentandrecognizedhazardaspartofthefunctionofthetoy.Suchanexampleisasharppointnecessaryforthefunctionofaneedle.Theneedleisaninherenthazardthatiswellunderstoodbythepurchaserofatoysewingkit,andthishazardiscommunicatedtotheuseraspartofthenormaleducationalprocess.1.2Ontheotherhand,whilearidingtoyhasinherenthazardsassociatedwithitsuse(forexample,fallingoffontothesidewalk),thepossiblehazardsassociatedwithitsconstruction(sharpedges,exposedmechanisms,etc.)willbeminimizedbytheapplicationofthisspecification.1.3Thisspecificationcoversrequirementsandcontainstestmethodsfortoysintendedforusebychildrenunder14yearsofage.Differentagelimitsforvariousrequirementswillbefoundinthisspecification.Theselimitsreflectthenatureofthehazardsandexpectedmentalorphysicalability,orboth,ofachildtocopewiththehazards.1.4Articlesnotcoveredbythisspecificationareasfollows:BicyclesTricyclesSlingshotsandsharp-pointeddartsPlaygroundequipmenton-powdergunsKitesHobbyandcraftitemsinwhichthefinisheditemisnotprimarilyofplayvalueModelkitsinwhichthefinisheditemisnotprimarilyofplayvalueCrayons,paints,chalks,andothersimilarartmaterialsinwhichthematerialitselforthefinisheditemisnotprimarilyofplayvalue,exceptthatallartmaterials,whetherornotacomponentofatoy,mustcomplytoLHAMA,inaccordancewith.Sportinggoods,campinggoods,athleticequipment,musicalinstruments,andfurniture;however,toysthataretheircounterpartsarecovered.(Itisrecognizedthatthereisoftenafinelinebetween,forexample,amusicalinstrumentorasportingitemanditstoycounterpart.Theintentionoftheproducerordistributor,aswellasnormaluseandreasonablyforeseeableabuse,deter-mineswhethertheitemisatoycounterpart.)Poweredmodelsofaircraft,rockets,boats,andlandvehicles;however,toysthataretheircounterpartsarecovered.1.5GeneralguidelinesforagelabelingtoysandtoypackagingarecontainedinAnnexA1.1.6InformationregardingpackagingandshippingiscontainedinAnnexA2.1.7Thisconsumersafetyspecificationincludesthefollowingsections:1.8Thevaluesstatedfirstaretoberegardedasthestandard.Thevaluesgiveninparenthesesareforinformationonly.Thefollowingprecautionarystatementpertainsonlytothetestmethodsportion,Section8ofthisspecification:Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
